1.

The Nuclear Regulatory Comission (the Comission) has found that:

A.

The application for amendment to Facility License No. R-103 filed by the University of Missouri (the licensee), dated Decembu 26, 1989 as supp_lemented on February 23, 1990 complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act),

)

and the Comission's regulations as set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the regulations of the Comission; 1

C.

There is reasonable assurance:

(i)thattheactivitiesauthorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with. the Comission's regulations set forth in 10 CFR' Chapter 1; D.

The issuance of this amendment will not be inimical to.the comon defense and security or to the health and safety of the public; E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's' regulations and all applicable requirements have been satisfied; and F.

Prior notice of this amendment was not required by 10 CFR 2.105(a)(4) and publication of notice of this amendment is not required by 10CFR2.106(a)(2).

Accordingly, the license is amended by changes to paragraph 2.B.(2) which is hereby amended to read as follows:

(2) Pursuant to the Act,10 CFR Part 70, " Domestic Licensing of Special Nuclear Material," and the Comission Order dated September 27, 1985, to receive, possess, and use up to 45 kilograms of contained uranium-235, providing that no more than 5 kilograms of this amount be unir-radiated; up to 80 grams of plutonium-beryllium neutron source; up to 20 grams of plutonium-239 in the form of sheets enclosed in aluminum for use in connection with operation of the reactor; and up-to 40 yg6140424900606 p

i grams of plutonium enriched to 90% plutonium-242 in the form of a rod sealed in a stainless steel can for use in connection with operation of the reactor subject to the following:

I (a) The limit for possession, receipt, and use of contained uranium-235 is temporarily increased to 60 kilograms of which not more than 5 i

kilograms may be in an unirradiated state until May 31, 1991, for i

the purpose of maintaining uninterrupted reactor operation pending l

the establishment of a capability for the off-site shipment of spent fuel and_the actual shipment of the spent fuel accumulated

prior to the establishment of that capability.

(b) The licensee shall, as part of its annual reporting requirements, i

report the status of the establishment of the shipping capability and other activities relevant to the use of this temporary increase in the possession limit.

3.

This license amendment is effective as of its date of issuance.
