This letter forwards the report of the emergency operating procedures (EOPs)
inspection performed by a Nuclear Regulatory Commission (NRC) inspection team

from April 16-27, 1990, at the River Bend Station. The activities involved are
i
authorized by NRC Operating License NPF-47 for the River Bend Station. At the
conclusion of the inspection, the team discussed the findings with the members
'
of your staff identified in Attachment A of the enclosed inspection report,
,
, Areas examined during the inspection included review of the E0Ps, the do uments
used to develop the E0Ps, the E0P verification and validation program, and the
i
E0P training program.
In addition, the inspection included a walkdown of
selected E0Ps in the control room and plant, evaluation of operator performance
.
of E0Ps on your site-specific simulator, and consideration of human f actors
during the evaluation of the E0Ps. Details of the inspection are provided in
.the enclosed inspection report. Within the scope of the inspection, no
i
violations or deviations were identified.

The team determined that you have developed a set of E0Ps that were generally in
accordance with Boiling Water Reactors Owners' Group Emergency Procedure
Guidelines ~, were technically correct, and could be used by trained operators
,
utilizing existing equipment, instruments, ar.d controls to mitigate the
i
consequences of an accident.
However, the team identified a number of
weaknesses involving the development and implementation of the E0Ps.
For
'
example, some E0P entry conditions and decision blocks lacked definitiveness,
some of the E0P calculations contained problems, the writer's guide omitted
some of-the methods used to develop and control the E0Ps, some of the tools and
equipment required for E0P response were not dedicated or readily available,
some of the control room instruments had human factors considerations related to
their design, and some of the personnel that would participate in E0P response
.'
activities demonstrated training weaknesses. The licensee issued E0P discrepancy
sheets for all of the items identified by the inspection team and stated that
