Subject: NRC Region I Inspection No. 50-423/90-07
This refers to the routine resident safety inspection conducted by Mr. K.
Kolaczyk of this office on March 20 through May 2,1990 at Millstone Nuclear
Power Station, Unit 3, Waterford, Connecticut of activities authorized by NRC
License No NPF-49 and to the discussions of our findings by Mr. Kolaczyk with
Mr. Gentry and others of your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC legion I
inspection report which is enclosed with this letter. Within these areas, the
inspection consisted of observation of activities, interviews 'vith personnel,
measurements, and document reviews.
Also, this refers to your tter dated March 23, 1990 in response to our letter
dated February 26, 1990, J.spection Report 50-423/89-23, rejarding the removal
of the service water booster pump automatic start capability without performing
a safety evaluation and changing the service water operating procedure.
Thank
you for informing us of the corrective and preventive actions documented in the
letter.
The permanent corrective actions will be reviewed in future resident
inspections when they have been completed.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of
this letter and the enclosures will be placed in the NRC Public Document Room.
