.JAN 2 7 2020 Enclosed is a copy of the final report for the November 6, 2019, Watts Bar Nuclear Plant plume phase exercise. This report addresses the evaluation of the plans, procedures, and preparedness for the State of

  • Tennessee, and Rhea, Meigs, McMinn, and Cumberland counties.

The six selective core capabilities were successfully demonstrated and no Level 1 or Level 2 Findings were identified. The coordination between the onsite and offsite response organizations was timely and efficient.

All the organizations demonstrated knowledge of their emergency response plans and procedures, and successfully implemented them. The State of Tennessee, along with Rhea, Meigs, McMinn, and Cumberland County emergency responders successfully accomplished the assigned exercise objectives and demonstrated corresponding core capabilities as outlined in this report. The continued dedication and commitment of all emergency response organizations were clearly demonstrated.

Based on the results of this exercise and FEMA's review of the 2018 Annual Letter of Certification submitted by Tennessee, the offsite radiological emergency response plans and preparedness of the State of Tennessee, the plans of the affected local jurisdictions site-specific to the Watts Bar Nuclear Plant can be implemented.

They are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of an emergency at the site. Approval under Title 44 CFR, Part 350 of the offsite radiological emergency response plans and preparedness site-specific to the Watts Bar Nuclear Plant granted on July 8, 1985, will remain in effect.
