Enclosed for your review, prior to our scheduled meeting of June 22, 1990, is

the Initial SALP 9 Report for the Byron Nuclear Plant, covering the period

November 1, 1988 through. March 31, 1990.

!

In accordance with NRC policy, I have reviewed the SALP Board Assessment and

concur with their ratings.

It is ny view that your conduct of nuclear

!

activities in connection with 'the Byron facility was good.

Performance in the functional areas of Maintenance / Surveillance and Emergency

,

Preparedness sustained a Category 1 rating from the previous assessment

-

period, while Security received a Category I declining rating.

Plant

Operations and Radiological Controls both improved from a Category 2 rating to

a Category I rating.

The functional areas of Engineering / Technical Support and

Safety Assessment / Quality Verification each remained at a Category 2 rating.

'

Overall, I have observed an improved performance at the Byron station, with

no major problems being identified.

I acknowledge your improved performance

as a result of your continued and dedicated efforts to achieve a high _ level of

of excellence in all. areas of

dedicated and competent staff, plant operation.Byron's proactive management,

and self-assessment programs are major factors

in this improved performance.

At the SALP meeting, you should be prepared to discuss our assessments and-

your plans to improve performance. The meeting is intended to be a candid

dialogue wherein any comments you may have regarding our report are discussed.-

Additionally, you may provide written comments within 30 days after the meeting.

Your comments, a summary of our meeting, and nty disposition of your coninents

will be issued as the Final SALP Report.
