R. N. Sutphin, T. E. Ploski, and Ms. D. R. Calhoun of this office from

April 1 through May 12, 1990, of activities at the Byron Station, Units 1

and 2, authorized by NRC Operating cicenses No. NPF-37 and No. NPF-66, and

to the discussion of our findings with Mr. R. Pleniewicz and others of your

staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

!

the inspection.

Within these areas, the inspection consisted of a selective

j

examination of procedures and representat've records, observations, and

!

interviews with personnel,

j

During this inspection, certain of your activities appeared to be in violation

f

of NRC requirements, as specified in the enclosed Notice. A written response

{

is required. However, one violation was a licensee identified item as

a

described in Section 7 of this report and,-in accordance with 10 CFR Part 2,

Appendix C.Section V.G.1, a Notice of Violation was not issued.

.

An Open Item was identified in Paragraph 6.b that pertained to the method

>

of obtaining specific gravities and the frequent performance of equalizing

l

charges for the 125 Vdc station batteries.

To facilitate a timely resolution

of this item, a written reply, accompanying the written response to the

Notice of Violation, is requested.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.
