Gentlemen:

This refers to the inspection conducted by Messrs. C. C. Warren and R. C. Haag,

of this office, during the period March 16 through April 30, 1990, of

activities authorized by NRC Operating Licenses DPR-51 and NPF-6 for Arkansas

Nuclear One, Units 1 and.2, and to the discussion of our findings with

Mr. J. W. Yelverton and other members of your staff at the conclusion of the

inspection.

-Areas examined during the inspection included followup of events, operational

safety verification, surveillance, and maintenance. Within these areas, the

inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the inspectors.

The

findings are documented in the enclosed inspection repoit.

Within the scope-of-+t.e inspection, no violations or deviations were

identified.- Howevec, an additional example of a previously cited violation,

failure to perform a-surveillance requirement within the' required interval,.was

identified on April 1, 1990 .and reported by your staff.- This continued patte'rn

.of weaknesses in the scheduling and implementation of the surveillance program

concerns the staff.

During the last quarterly performanco meeting on April 24,

1990, the actions you have taken to improve your' surveillance test program were

discussed. While the. initial assessment of your actions appear appropriate,

the staff will continue to closely monitor the scheduling and performance of

surveillances to determine the long-term effectiveness of your program changes.

We-have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in -

Section 3.0 of the enclosed report.
