I Subject: Combined NRC Inspection Report Nos. 50-277/90-11 and 50-278/90-11 A routine, unannounced, safety inspection of the radiological controls program at the Peach Bottom Atomic Power Station was conducted by S. Sherbini on April 30 - May 4,.1990. Areas inspected included the self assessment functions, including { audits and event reporting, dosimetry records, training, and the ^ respirator maintenance facility. Within the scope of this inspection, no violations were ! identified. However, problems exist in worker compliance in j radiologically controlled areas with applicable procedures, work ! permit requirements, and also posting requirements. The system . . designed to identify these problems appears to function well, but j the subsequent actions taken to correct these weaknesses have
been in many cases, at least until recently, either ineffective or absent. We realize that the staff at the station are aware of this problem and that measures have been taken to correct them
However, these measures have only recently been instituted, and
it is too soon to measure their success. In addition, there are i some weaknesses in the proposed measures, the most important being the absence of a clear statement of accountability for personnel actions in radiological areas and the responsibility of section and job supervisors for the radiological success of jobs under their supervision.
