'ATTH: David P. Hoffman

Vice President

Nuclear. Operations

1945 West Parnall Road

Jackson, MI -49201

This refers to the special safety inspection conducted by an NRC Emergency

Operating Procedure Inspection Team of this office on April 17 through

April 26, 1990 of activities at Big Rock Point Nuclear Plant authorized by

Operating License DPR-6 and.to the discussion of our findings with

Mr. W. Beckman, and others of your staff at the conclusion of the inspection.

The' purpose of this inspection was to verify that your E0Ps are technically

correct; that their specified actions can be accomplished using existing

equipment, controls, and instrumentation; and that the available procedures

provide the operator with an effective operating tool to place the plant in a

safe shutdown condition. The conclusion of.the. inspection team was that r,ll

of these criteria had been met.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and-

interviews with personnel.

The inspection team concurred in your approach to developing the Big Rock

Point symptom based E0Ps. This was considered a programmatic strength. A few

weaknesses were identified in the basis document and the E0P verification

effort as discussed in the attached inspection report. We encourage you to

continue monitoring the efforts of the BWR owners group relative to the

Generic Technical Guidelines to ensure any issues addressed by that group are

quickly assessed for applicability to Big Rock Point.

No. violations of NRC requirements were identified during the course of this

inspection; however, we do request that you respond within 30 days of the date

of this letter to the open items identified in the attached inspection report.

In accordance with 10 CFR 2.790 of the commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.

The response directed by this letter is not subject to the clearance procedures

of the Office of Mar.agement and Budget as required by the Paperwork Reduction

Act of 1980, PL 96-511.
