Gentlemen:
This refers to the special safety inspection conducted by Peggy R. Rescheske
of this of fice on February 15 through May 9,1990, of activities at the Byron
Nuclear Power Station, Units 1 end 2, authorized by NRC Operating Licenses
No. NPF-37 end NPF-66, and to the discussion of our 1indings with
Mr. R. Pleniewicz ond others of your staff ot the conclusion of the inspection.
The inspection focused on the problems encountered during the Unit 2 stdrtups
ottempted on tiovember 20, 1989, and February 11, 1990.
Both reactor startups
were suspended when unexpected aifierences between the estiniated (actuol) and
predicted criticol conditions were discovered.
The enclosed copy of our
inspection report identifies areas examined during the inspection.
Within
these areas, the inspection consisted of a selective exaniinotion of procedures
onc representotive records, end interviews with personnel.
No violetions of flRC requirements were identified during the course of this
inspection.
In accordonce with 10 CFR 2.790 of the Commission's regulotions, a copy of
this letter end the enclosed inspection report will be placed in the NRC
Public Document Room.
We will glodly discuss any questions you have concerning this inspection.
