This refers to the routine safety inspection conducted by D. L. Caphton of this
office on August 7 - 11, 1989, of activities authorized by NRC License No.
DPR-36 and_to the discussion of our findings held by D. L. Caphton with you and
members of your-staff at the conclusion of the inspection and to subsequent
discussions held with J, Garrity, of your staff on September 27, 1989.
Areas examined during this inspection are described in the NRC Region I Inspec-
-tion Report which is enclosed with this letter. Within these areas, the
-inspection consisted of selective examination of procedures and representative
records, interviews with personnel, and observations by the inspector.
Weaknesses are identified in the enclosed inspection report concerning the
-Maine Yankee procurement program for commericial grade items to be used in
. safety related applications. You are requested to respond within 30 days of
the date of this letter to- the items contained in Attachment' 2 of this report,
Summary of-Weaknesses.
Please provide the corrective action taken and the date
when the= action will be or has been completed. Based on the verbal' commitment
made during the exit meeting and reaffirmed during a discussion with Mr. Garr.ity
!of your staff on September 27, 1989, we understand that for the purchase orders
in the five year look-back review program, Maine Yankee will perform an additional
review to assure that performance type critical characteristics are determined
and tested-as appropriate for dedication. When addressing Item 1 in the Summary
of. Weaknesses, please confirm the above commitment including actions taken or
planned.
The responses requested by.this letter are not subject-to the clearance procedures
of the Office of Management and Budget, otherwise required by the Paperwork
Reduction - Act of 1980, Public Law No.96-511.
