SUBJECT:- NRC INSPECTION REPORT NO. 50-302/90-05

The' NRC ' Systematic Assessment of Licensee Performance (SALP) -has been

completed for your Crystal River Facility. The facility was evaluated for the

period January 1,1989, through February- 28, 1990.

The results of .the-

evaluation are documented in the enclosed Interim SALP Report.

This report-

will be discussed with you at a public meeting to be held at the Crystal River

site.on May 23, 1990, at 9:00 a.m.

Crystal River's' performance was evaluated in the functional areas of Plant

Operations,- Radiological

Controls, Maintenance / Surveillance,

Emergency

. Preparedness,

Security. -Engineering / Technical

Support

and

Safety.

. Assessment / Quality- Verification.

Crystal River's ratings improved in four

of seven areas- with improvements noted in the- remaining areas since the last

assessment period.

Noteworthy, has been the improvement of - the Radiation .

Controls and Emergency Preparedness areas, both being upgraded to Category 1

ratings. ~1ncreased management. oversight and attention to detail have been

effective ~ in initiating- the overall improvements noted in the report. .One

area Engineering / Technical Support, improved to a Category 2 rating; however,

' continued management emphasis is required to maintain progress in this area.

The. assessment indicates that over the SALP period, Crystal River's perfomance

.

exceeded' the level needed to meet minimum regulatory requiremnts.

Improved

.

-performance, was a trend noted throughout the assessment period, but was

'

particularly evident during the second half of the period. These improvements

are a result of management- changes (both corporate and site), emphasis on

procedure adherence, procedure upgrades, expanding and training site engineer-

ing, and management's actions to place the Operations Department in a position

to direct and control plant activities.

We recognize your efforts to improve

plant safety and engineering performance demonstrated by enhanced management

oversight.

We.will continue. to monitor the progress of ongoing improvement

programs as well as the overall performance of Crystal River during the current
