This letter refers to the routine inspection conducted by Mr. W. TenBrook

and Mr. L. Coblentz of this office on April 16-20 1990 of activities

authorized by NRC Licen'se No.-NPF-1 and to the discussion of our findings

held by Messrs. TenBrook and Coblentz with Mr. P. Yundt and other members

of-your staff at the conclusion _ of the inspection.

Areas examined during this inspection are described in the enclosed

[

inspection report.

Within_these areas, the inspection consisted of

'

selective examinations of procedures and representative records, interviews

. with personnel,- and observations by the inspectors.

No violations of NRC requirements were identified within the scope of this

inspection.

We direct your attention to Section 5 of the enclosed report, which describes

lapses of job planning and work control which could result in unnecessary

-dose to workers.

We acknowledge the improvements you have made to your

radiation protection organization to keep dose as low as reasonably

achievable.

However, deficiencies in planning and control of work have.kept

'the improved. radiation protection organization from being fully effective..

These deficiencies merit your continued attention.

In.accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.
