This refers-to the reactive safeguards inspection conducted by Mr. T. J. Ma'deda

of this office on February 27 to April 13, 1990, of. activities at-the Kewaunee
Power Plant authorized-by NRC Operating License No. DPR-43 and to the discussion

of our findings with Mr. M. Marcki and other members-of your staff at the -

conclusion of the-inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted,of-'a selective

examination of- procedures and-representative records, observationst and
interviews with personnel.

During this inspection, certain of your . activities appeared to be-in violation
of-NRC requirements as' described in the enclosed Notice. With respect to
~
Items-1.b, 1.c and 2 the inspection showed that actions'had'been taken to
-
correct the identified violations and to prevent: recurrence.-- OurJ

understanding of your corrective actions is: described lin Paragraphs' 4.b, 5-

and 6 of the enclosed inspection report. Consequently,lno reply-to ;those

violations is required and we .have no further questions. regarding those' matters
l

at this time. 'Regarding the remaining; item, a written response is; required.
We identified an additional violation of NRC requirements;during our review of
an allegation. Because this appeared to ~be an isolated item of 410w significance,
we have exercised our' discretion as allowed under the'.NRC enforcement. policy
and we have not included this item in the enclosed Notice of Violation. This
issue is. described in Paragraph 4.c of the enclosed report.

The findings of this inspection appear indicative of deterioration of your
prior level of performance in the Security area.
We appreciate your.willing-

Kewaunee and your corrective. actions for the specific inspection findings.

The management meeting to. discuss this: matter is scheduled for 10:00 a.m.
on May 24, 1990, at the Region III office.

Areas examined during th'is inspection concern a subject matter which is
exempt from disclosure according to Part 73, Title 10, Code of Federal
Regulations, Section 73.21(c)(2). This information must.be handled and
protected.in accordance with the provisions of 10 CFR 73.21.
Consequently,
the enclosure to this letter, our report of the inspection', and your response
to the ~ violation identified-in the enclosure to this letter will- not
be placed-in the NRC Public Document Room.
Therefore, your statement of
corrective action regarding the-violation id_entified in the enclosure
should be submitted as a separate enclosure to your. transmittal letter in=
the manner prescribed.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
