Based on the results.of an.NRC inspection. conducted on January 29_through' l

February 2,1990, a deviation of.the Updated Safety Analysis Report (USAR) was-l identified.-'The deviation consisted of failure to holdup radioactive gases for-L 30-day decay.

In accordanc.e with the " General Statement of Policy and l-Procedure for NRC Enforcement Actions," 10 CFR:Part-2, Appendix C (1989) l (Enforcement' Policy), the deviation is listed below' 1

Chapter 11, paragraph 11.1.3.6.2 of the Unit 1 USAR and Chapter 11, l.

paragraph 11.3.6.11.'1 of the Unit 2 USAR state, in part, that; gas.eous l

radioactive waste is.to be compressed to approximately 123 pounds 1 per i

square inch gauge (psig) and stored in the, waste: gas decay tanks until-the-l radioactivity level of the gases has been-reduced sufficiently to allow L

the gases to be discharged through the discharge header to the environment. During normal' operation all radioactive waste' gases are.to?

be stored for decay for-30' days or longer to reduce:the concentrations of the radioactive gases prior to release to,the environment.

In deviation from the above, on February 1, 1990, the inspectors:..

L determined that during 1989. gas decay tanks.in-Unit 2 were'not routinely being l

pressurized to 123-psig before the tanks were' isolated for storage of-c radioactive waste-gas in both units,_and the waste gas tanks were not being isolated and the radioactive waste gases sto. red for decay purposes for 30 days or longer. -(313/9004-05; 368/9004-05)

Arkansas Power & Light Company is hereby requested to' submit a written statement or explanation to this.0ffice'within 30 days of the date of the letter transmitting this Notice. This reply, should include for each deviation:

(1) the reason for. the deviation if. admitted,-(2), the corrective -

steps that have been taken and the results achieved,'(3) the corrective steps that will be taken to avoid further deviations, and (4) the date when full y

i compliance will be achieved. Where good'eause is shown, consideration will be given to extending the response time.
