.EmergencyL Plan dated February 8,1990.
Based on our review, we have concluded that,. except for the items identified in Enclosure 1, the changes meet the
- planning standards of 10 CFR 50.47(b) and the requirements of Appendix E _to-10 CFR-50.-

Page 31, Initiating Condition (IC) - Abnormal Reactor Coolant Temperature and/or Pressure or Abnormal Fuel Temperature That Would Indicate a loss of Subcooling Margin or Overpressurization, NOUE, Detection Method.
l The RCS pressure was changed from 2310 to 2735 psig based on NUREG-0654, Appendix 1, NOVE, Item 4, which addresses pressure / temperature condition -
outside of T. S. limits.
The 2735 psig value (Safety Limit) is not i
acceptable.
The licensee committed to change the value to equal the primary safety setpoint plus the high allowable tolerance which would -
equal approximately 2510 psig.

IC - Failure of Offsite and Onsite Power Along With Total-Loss of Emergency Feedwater Makeup Capability, General Emergency, Initiating Condition The initiating condition reads for "several hours." The licensee views the phrase "several hours" as non-descriptive and committed to remove it from the initiating condition.

Page 35, IC - Failure of Offsite and Onsite Power Along With Total Loss of Emergency Feedwater Makeup Capability, General Emergency, Detection Method For detection method 3, the licensee committed to remove the statement "for several hours" and replace it with "for greater than one hour."
The conditional "and" statement at the end of the sentence will be replaced with an "or" statement addressing detection method 4.

Page 35, IC.- Failure of Offsite and Onsite Power Along With Total Loss of Emergency Feedwater Makeup Capability, General Emergency, Detection Method A new detection method " Item 5. Containment pressure greater than 30 psig for at least 2 minutes" was added. Given the EAL conditions, waiting for the containment pressure to increase to 30 psig before declaring a General Emergency does not meet the anticipatory intent of NUREG-0654.

Sustained winds in excess of 100 MPH on site Site Area, Detection Method The detection method was changed from " Meteorological nionitoring system data or Weather Bureau report" to " Observation of the event". The change decreases the effectiveness of the Plan by deleting the specific indicators for this 10. The licensee committed to rewrite the detection method to read as written in the previous revision " Meteorological monitoring system data or Weather Bureau report".

Page 45. IC - Loss of RHR Flow For More Than 20 Minutes during Half-Pipe Operation With Vessel Head Installed, NOVE, Initiating Condition The initiating condition meets the requirement for an Alert rather than a NOVE.
The initiating condition was not changed in the revision but, the initiating condition meets the requirement of NUREG-0654, Appendix 1, item 10 - for an Alert.
The EAL was written in response to Generic Letter 88-17 which discusses mid-loop operation.
The licensee has connitted to change the initiating condition from an NOVE to an Alert.
TABLE 5-1 STAFFING REQUIREMENTS FOR EMERGENCY CONDITIONS 1.
.The Electrical Maintenance requirement of 1 in 30 minutes and 1 in 60 minutes was changed to ? in 60 minutes. This change is not in agreement with NUREG-0654. The licensee committed to change the Electrical Maintenance augmentation requirements to comply with NUREG-0654.
2.
The augmentation requirement for 1 I&C Technician in 60 minutes was deleted. The licensee stated the change was a typo and would be corrected to comply with NUREG-0654.
