REVISED BATTERY TESTING PROGRAM POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2

'The staff has reviewed the revised battery testing program as described in.

.your letter dated September 29 1989.

In general, we concur with this battery testing program. However,itlsthepositionoftheNRCasspecifiedinRegula-t tory Guide (RG)'1.129.that conformance with the requirements and recommendations specified by IEEE Std-450, "IEEE Recommended Practice for Maintenance, Testing, and Replacement of Large Lead Storage Batteries for Generating Stations and Sub-stations," provides an adequate. basis for complying with the requirements of the Coninission's regulations with respect to the maintenance, testing, and replace-ment of large lead storage batteries, subject to the following conditions:

(1) - The-battery service test should be performed in addition to the battery performance discharge test, and (2) The battery service test should be performed during refueling operations or at some other outage, with intervals between tests not to exceed 18 months.

These conditions are consistent with Westinghouse Standard Technical Specifica-tions.

The staff also recommends that the bounding battery testing load profile be y

included in Point Beach's Final Safety Analysis Report, replacing the current Table 8.2-3,." Major Battery Loads Following Loss of Outside Power." Note'

In general, we concur with this battery testing program. However, 1.t is the position of the NRC as specified in Regula-tory Guide (RG) 1.129 that conformance with the requirements and recommendations :
