SUBJECT:

APPLICATION TO INCINERATE CONTAMINATED OIL AT THE V. C. SUMMER NUCLEAR STATION, UNIT NO. 1 (TAC NO. 75877) i In your January 4, 1990 letter, you requested approval, in accordance with 10 CFR 20.302(a) and 10 CFR 20.305, to incinerate contaminated oil at the V, C.

Summer Nuclear Station, Unit No. 1.

We have reviewed your submittal and find that it is inconsistent with r,imilar submittals made for other plants.

In addition, discussions with your staff concerning your application revealed that your incineration plans are conceptual, rather than fixed. Therefore, because of these inconsistencies and because your plans appear too_ conceptual to support a review at this time, we are rejecting your application.

If you wish to pursue this application, then an amendment to your license is required.

Technical Specification (TS) changes are required.

They would typically include:

1.

A change to Table 4.11-2 to include radiation sampling and analysis of oil, e. g., each batch of oil to be incinerated would require a grab sample and analysis for principal gamma,9mitters with a lower limit of detection (LLD) of 5 X 10 microcuries per millimeter; 2.

Limitation on the dose rate to members of the public in TS 3.11.2.3 to 0.1 percent of the 10 CFR Part 50, Appendix I i

values; 3.

Change to Administrative Section 6.9.1.8 to include i

the radioactivity released as a result of incineration and the dry activated waste shipped as a solid radwaste in the Semiannual Radioactive Effluent Release Report; and 4.

Changes to the appropriate Bases of the TS.

In addition, your staff should review Regulatory Guide 1.143, " Design Guidance for Radioactive Waste Management Systems, Structures, and Components in

~ Light-Water-Cooled Nuclear Reactor Power Plants," to see if it is applicable.

It should be noted that the proposed acceptable dose level for your incineration e.ctivities is a f actor of 10 higher than that approved for other facilities.
