WAIVER OF COMPLIANCE FROM TECHNICAL SPECIFICATION 3.2.2, LOW TEMPERATURE OVERPRESSURE PROTECTION By letter dated April 12, 1990, the Sacramento Municipal Utility District, SMUD, the licensee for the Rancho Seco Nuclear Generating Station, requested interim relief from the requirements of Technical Specification 3.2.2.

of the Rancho Seco Technical Specifications includes requirements for low temperature overpressure protection, LTOP._ The interim relief, as requested, would delete LTOP requirements while the reactor. is defueled. The interim relief would remain in effect until the Defueled Mode Technicsi icecification Amendment is issued. We intend to process _the amendment in P 8xigent

tions to reduce the likelihood of pressurizing the primary system to operating pressures while the system is cooled to 350 degrees F. or less. LTOP require-ments are based on a concern that the primary system pressure retaining components are more susceptible to brittle fracture if pressurizttion occurs at low temperatures. While the reactor is defueled, low temperature overpressure concerns as they relate to health and safety are effectively eliminated.

Based on the lack of a safety concern, it is unnecessary to follow the LTOP requirements while the reactor is defueled.

Notwithstanding health and safety issues, pressurization of the primary system at reduced temperatures could. damage pressure retaining components and compromise the potential for future power operations.

It is our understanding that_you-have developed procedural controls to prevent inadvertent pressurization of the primary system while the reactor is defueled, and that pressure recording instruments,,111 also remain in use during this period to maintain a pressure history of the system for the purpose of certifying operability.
