By letter dated February 23, 1990, Carolina! ower & Light Company. (CP&L).
P proposed a change to.the Bases section of Technical Specification'(TS)-3/4.8,.
Electrical System, to clarify' Surveillance Requirement 4.8.1.1.2.d at Brunswick Steam Electric Plant (BSEP)~, Units 1 and 2.
The proposed change,to Bases.
Section 3/4.8'clarifiss that'the 18 month: surveillance'of emergency diesel generators.(EDG) 1-and'2Lwill be performed when.BSEP. Unit 1,' is' shutdown while the same surveillance of EDG 3 and 4 will be performed,1when BSEP, Unit 2, is j
shutdown.
EVALUATION:
BSEP, Units 1 and 2, are' designed and operated with a shared configuration of the four EDG and their current'TS (3.8.1.1) requires that the four EDG be operable when either one or both Units are operating.
Thus, the performance of the 18 month surveillance of any EDG'could be interpreted as requiring a
shutdown of both Units.
Instead, CP&L performs the above: surveillance on the, i
EDG by declaring a seven day Limiting Condition of Operation (LCO) under TS
-i 3.8.1.1 while the Unit is in-a refueling: shutdown mode.
It appears thattthis time period has been. sufficient to perform the'18 month surveillance test.
i At BSEP, EDG 1, 2, 3,-and 4 supply emergency buses E1, E2, E3, and E4.-
Buses E1 and E2 are' associated with BSEP, Unit 1, and' buses E3 and_E4 with BSEP~,. Unit 2.
The emergency buses for each Unit are capable-of being cross-tied between Units (same division) or within the= Unit-(different divisions). 'Some' selected I
redundant loads of both Units, such as two RHR pumps ~and two service water-q pumps are supplied by the opposite Unit's emergency buses.-

Considering-the. existing emergency bus configuration with respect to the number of EDG required to mitigate a design basis accident (DBA) and the current TS, the staff, concurs with the licensee that the proposed change clarifies how a
Brunswick _ performs the 18 month surveillance for its EDG and finds that it-is

the only viable option.
Based on the above, the staff finds the proposed change to Bases Section.of the TS of both Units to be acceptable.
