We have determined that the upgrades and PSP changes discussed in.our February 5,1990 letter are no longer. necessary because the reactor has been shutdown since February 9,1990 and the core wil1~ be defueled and-stored in storage racks in the immediate future.
You have also indicated that you plan to decomission' the facility. Accordingly, your request;is granted.
