NRCGENERICLETTER(GL)89-13,"SERVICEWATERSYSTEMPROBLEMS AFfECTINGSAFETY-RELATEDEQUIPMENT,"(TACNOS.73961AND73962)

By letter dated January 26, 1990, ArkansasPowerandLightCompany.(AP&L) submitted the first of two required responses to the subject generic letter for ArkansasNuclearOne, Units 1and2(ANO-182).

Noting that you have comitted to each of the five recommended actions of GL 89-13, or to an equally effective alternative course of action for one or more of them, we accept your response as fulfilling this requirement of the generic letter with one exception.

For Action !!!, which deals with the establishment of a routine inspection and

maintenance program for open cycle service water piping and components, the staff has determined that additional action is required to control the population of fish or other aquatic life in the emergency cooling pond (ECP).

$)ecifically, the recent Diagnostic Evaluation Team-Inspection identified that tie design-basis documentation for the ECP was deficient due to the lack of provision for the control or monitoring of aquatic life in the ECP (Item 3.5.4.10).

In discussions with your staff, it was established that AP&L had chemically treated the ECP in October of 1989 to reduce the fish population and has plans to repeat the treatment in August of 1990. At that time AP&L will evaluate the aquatic life population trend and will decide on long term corrective actions-to monitor and control the population of life in the pond. The staff recomends that to fully meet the intent of Action III of the generic letter, after deciding on long term corrective actions, that AP&L should prepare and issue a biological sampling procedure for the ECP and include it in the Service Water Improvement Program.

Please provide a letter to comit to this action within 60 days of receipt of this letter. This will meet the requirements of Action III.

We remind you that if you have chosen a course of action different from the recomended actions specified in the GL, you should document and retain in appropriate plant records a justification that the heat removal requirements of the service water system are satisfied by the use of the alternative program.
