MILLSTONE UNIT 3 - APPLICATION FOR LICENSE AMENDMENT DATED-MARCH 28, 1990 (TAC. NO. 76644)
By application for license amendment dated March 28,(TS), you requested a 1990 change to Millstone Unit 3 Technical Specifications-The proposed change to the TS relate to AC power sources.
In reviewing your application, we noted the following:
(1) On page 8 of Attachment 2, you make reference to a class of proposed TS changes involving "... rewording to achieve consistency in Technical Specifications, etc." without further describing these changes or their-associated "significant hazards considerations". As indicated in our letter to you of November 29, 1989, all-proposed changes to the TS should be described in detail, especially with regard to the "significant hazards considerations" criteria of 10 CFR 50.92.
(2) Proposed changes to the TS usually include pages for inclusion in the TS with the proposed changes indicated by vertical lines.
On page 3/4 8-2 of the proposed TS pages, no vertical lines appear where changes in the TS have been proposed.. In addition, on page 3/4 8-11, a vertical line appears where no change has been proposed.
Should you still desire to pursue the subject matter of your March 28, 1990 application, the above described areas should be addressed.
