MAY 7 1990 Dockets: 50-498 50-499 Houston Lighting & Power Company ATTN: Donald P. Hall, Group Vice President, Nuclear P.O. Box 1700 Houston, Texas 77251 Gentlemen:

We received your letter dated March 23, 1990, where you informed us that Houston Lighting & Power Company has received notification that the primary emergency broadcast system radio station (KMKS - Bay City, Texas), which supports the South Texas Project Electric Generating Station prompt notification system, will begin an outage on May 1,1990.

During the outage, the radio station will change its operating frequency. Therefore, the radio station will not be able to activate the tone alert radios that are distributed within the 10-mile emergency planning zone in the event of an emergency.

Your letter further advices us that you have developed a plan to assure prompt alerting and notification of the general public while KMKS is off the air modifying their facility.

In the event of an emergency during this outage, you plan consists of the following:

a)

Siren activation.

b)

Drive through announcements for the 400 residents within 5 miles of the plant site, c)

Emergency broadcast system nessages aired by,ne alternate local radio station.

Furthermore, you intend to issue public information materials to make the public aware of tt.ese measures.

We understand, from previous conversations with you, that the KMKS radio station is expected to remain inactive for a short period of time, not exceeding 30 days, and that there are, at present, no other alterations to the plan you have developed. We also understand that you will issue tone alert radios that will operate at the new frequency transmitted by KMKS at the time the radio station starts rebroadcasting.90-138
