Gentlemen:
This refers to the inspe:: tion conducted by Mr. R. E. Baer of this office during
the: period March 26-30, 1990, of activities authorized by NRC Operating
<
License DPR-40 for Fort Calhoun Station, and to the discussion of our findings
with you and other members of your staff at the conclusion of the inspection.
Areas examined during the inspection included the occupational radiation
protection program during the 1990 refueling outage. Within these areas, the
inspection consisted of selective examination of procedures and representative
records, interviews with personnel, and observations by the inspector. The
inspection findings are documented in the enclosed inspection report.
During the inspection, it was found-that certain of your activities were in
violation of NRC requirements.
However, in accordance with 10 CFR Part 2,
Appendix C,Section V.G.I of the NRC's Enforcement Policy, no citation is being
issued for the violation described in paragraph 13 of the enclosed inspection

An _open item regarding followup surveys and controls for the fuel transfer tube
is discussed:in paragraph 10.
We are pleased to see the improvements that have been made in your radiation
protection program during 1989. These improvements reflect strong management
support for this program area along with effective implementation of the
'
paogram'at the department supervisor level. We request that you. review the
inspector's observations discussed in paragraphs 6 and 9 of the enclosed
inspection report regarding compliance with proper, work practices and
documentation of termination whole body counts.

discuss them with you.
