This refers to the inspection conducted by Messrs. W. F. Smith and S. D. Butler

of this office c'gring the period March 1-31, 1990,

of activities authorized by

NRC Operating License NPF-38 for Waterford Steam Electric Station, Unit 3, and

to the discussion of our findings with Mr. J. R. McGaha and other members of

your staff at the conclusion of the inspection.

Areas examined during the inspection included plant status, onsite followup of

events, monthly maintenance observation, monthly surveillance observation,

operational safety verification, followup of previously identified items,

licensee event report followup, and engineered safety feature system walkdown.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the NRC inspectors. The inspection findings are documented in

the enclosed inspection report..

Within the scope of the inspection, no violations or deviations were

identified.

While failure of the auxiliary component cooling water pump to start during

surveillance testing was self-disclosing, it is our view that proper attention

to the detailed steps of the surveillance procedure would have eliminated the

'

need to rerun the test.

It is our concern that the failure to follow

surveillance procedures could preclude the identification of nonfunctioning

safety features. We will followup on your actions as a result of this event

during a subsequent inspection.

We have also examined actions you have taken with regard to previously

'

identified inspection findings. The status of these items is identified in

paragraph 7 of the enclosed report.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.
