This refers to the routine resident safety inspection conducted by Messrs.

T. Koshy and M. Markley of this office on February 13 - April 2,1990, at

the Yankee Nuclear Power Station, Rowe, Massachusetts. The inspection

i

consisted of observation of activities, interviews with personnel and

document reviews.

The results of the inspection are described in the NRC

Region ! Inspection Report enclosed with this letter and were discussed

with you at the conclusion of the inspection.

The inspection identified an unresolved item regarding the omission of

,

safety related systems evaluated in response to NRC Bulletin 79-14, and

i

pipe support deficiencies which warrant additional management attention.

I

In accordance with the NRC Enforcement Policy in 10 CFR 2, Appendix C, two

'

non-cited violation. are identified and documented in the enclosed report.

.

The first involved an NRC identified radiological incident for which

licensee actions were prompt and effective.

The second involved a licensee

identified violation in the security program area.
