50-328 SEQUOYAH NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION (TS) CHANGE 90 COLD-LEG ACCUMULATOR INSTRUMENTATION SURVEILLANCE
Reference:
NRC letter to TVA dated August 11, 1989, " Emergency Amendments for Inoperable Cold Leg Injection Accumulator Level Instrumentation (TAC 74151/74152) (TS 89-37) - Sequoyah Nuclear Plant, Units 1 and 2" In accordance with 10 CFR 50.90, we are enclosing a requested amendment to Liconses DPR-77 and DPR-79 to change the TSs of SQN~Unlts 1'and 2.
The proposed change deletes the required surveillance on'the cold-leg accumulator water level and pressure instruments.
This change is being requested to provide a permanent resolution to the issuance of a temporary change to the SQN 15 as documented in the reference. letter.
The proposed TS change is identified in Enclosure.1.
The justification for the proposed TS change is provided in Enclosure 2.
A proposed-determination of no significant hazards consideration performed pursuant to.10 CFR 50.92 is 1
provided in Enclosure 3.
As a separate issue, TVA is taking this opportunity to provide the NHC staff with an update on the replacement of the cold-leg accumulator level transmitters used at-SQN.
To ensure continued reliability.of the accumulator level transmitters, TVA is replacing the originally installed Barton Model 384
- i level transmitters with-the newer Barton Model 752 level transmitters.
Complete replacement of the transmitters is presently scheduled to be completed during each unit's Cycle 4 refueling outage as part of a planned upgrade.
