This refers to your letter dated March 23, 1990, describing a proposed one-time extension of the scheduling of requalification training for emergency response personnel. We understand that the proposed extension is necessary so that retraining can be effected in your new emergency procedur n which are expected to be-completed by May 1990.
Under your proposed extension, some emergency response personnel could go up to 7 months beyond their regular 12-month requalification frequency.
During the week of March 5, 990, these requalification training issues were discussed by telephone betwaen Mr. Tom Therkildsen of your staff and Dr. D, B. Spitzberg and Mr. N. M. Terc of this office.
During this discussion, you agreed to interim measures, described in your letter, of providing_
refresher training in the existing procedures for key emergency response personnel in the control room, technical support center, and emergency operations facility. After reviewing the details of your proposed extension, we agree that the extension, as described, is reasonable and can be implemented.
We encourage you to accelerate the scheduling of retraining under this plan to the maximum extent possible.

SUBJECT:
Emergency Preparedness Requalification Training for 1990 The purpose of thf s letter is to describe Omaha Public Power District's (OPPD) plans for Emergency Preparedness (EP) Requalification Training for existing procedures with respect to the current efforts to upgrade EP procedures and training.
The training for Fort Calhoun Station (FCS) emergency response personnel in use of the the new procedures is scheduled to begin in mid May and will be com-pleted on or before October 31, 1990.
Once the training has been completed, the revised procedures will be issued for official use.
Annual retraining of Emergency Response Organization (ERO) personnel is ordinarily performed during the calendar quarter of an individual's 12 month anniversary of their previous training. As discussed above, training on the new procedures will not begin until May.
To avoid retraining personnel on the new procedures after training them on the existing procedures, OPPD plans to suspend EP retraining for all but key ERO personnel until they receive training-on the new plans and procedures.

Emergency Coordinator Dose Assessment Coordinator A full scale EP drill, using the existing procedures, was conducted on January 31, 1990. Table top drills have.also been conducted this quarter with
, additional table top drills scheduled for the second quarter of 1990.
These drills and the training of key ERO personnel are considered to be adequate to maintain OPPD's ability to implement the existing Emergency Plans and Procedures until the new plans and ptocedures are put into effect.
This approach is also expected to minimize confusion to ERO personnel, anu is therefore considered to be the most effective way to bring about a smooth transition to the new program.
This issue is related to Items 13 and 14 of OPPD's safety Enhancement Program (Reference 2) which involve Emergency Preparedness plans, proceaures and training.
OPPD will provide an updated status of these items in a separate submittal.
