SUBJECT:

OFFSITE EVACUATION AT THE FERMI NUCLEAR PLANT On March 27, 1990, NRC Region 111 conducted a public meeting at the Fermi site to present the results of the NRC's Systematic Assessment of Licens(c Perfnrmance (SALP) assessment for the Fermi Nuclear Plant for the period of January 1, 1989 to December 31, 1989. During the open forum following the meeting, Mr. Frank Kuron, a long-time Monroe resident and former Vice-Chairman of the Monrce County Board of Commissioners, raised a concern related to evacuation routes surrounding the Fermi Plant, in particular along the Dixie Highway which is a major artery running adjacent to the plant.

According to Mr. Kuron, the demographics of the entire area along this route have changed. Mr. Kuron was concerned, not only with the traffic flow at the plant itself, especially between the hours of 4 and 6 p.m., but was also concerned that condominiums, boat s11)s, marinas, and other construction has developed over a period of time, whic1 all have increased the traffic flow onto Dixie Highway. Mr. Kuron expressed the view that this additional construction, coupled with plant traffic, would significantly impede the ability to evacuate people in the event of a real plant emergency.

Because Mr. Kuron has expressed concerns that are related to offsite emergency l

evacuation, I am forwarding his concerns to you for action as FEMA deems I

appropriate. Please keep me informed of the results of any evaluations you may perform.
