REQUEST FOR RELIEF FROM AMERICAN SOCIETY OF MECHANICAL ENGINEERS CODE REQUIREMENTS FOR PROCURING MATERIALS - GRAND GULF NUCLEAR STATION, UNIT 1 (TAC NO.
71945)
By !etter dated January 30, 1989, System Energy Resources Inc., (the licensee) requested relief from certain requirements in the American Society of r
Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code),Section XI, concerning the procurement of materials for use in repairing or replacing ASME,Section III, components or parts.
The Code requires that material manufacturers and suppliers either hold a Quality System Certificate (QSC) issued by the ASME or have their quality system programs surveyed and qualified by an N-type certificate holder.
Your letter requested relief from this requirement without specifying particular components for which the relief is presently needed.
The ASME is considering modification of the Code in this area.
The NRC staff has completed its review of your relief request (No. RR-00001).
The staff recognizes that there may be a need for relief in procuring materials for specific components; however, your request is for relief on all components covered by the Code.
Your submittal fails to demonstrate that for all components, compliance with the Code requirements would result in hardship or unusual difficulties, or that the proposed alternatives would provide an acceptable level of quality and safety.
These standards are required to be met by 10 CFR 50.55a(a)(3) for any proposed alternatives.
