CATION (15) 3.3.3.8 - SPECIAL REPORT 90-07 The enclosed special report provides detalls concerning the inoperability of the fire detection instrumentation for fire Zones 134, 135, 142, 143, 144, and 145 on Elevation 714 of the auxiliary building. These detectors are located in the vicinity of the component cooling heat exchangers, and will be out of service for greater than 14 days as a result of ongoing outage work.
This report is being submitted in accordance with TS Action Statement (b) of Limiting Condition for Operation 3.3.3.8.

SQN SPECIAL REPORT 90-07 Description of Condition TVA:ls currently performing modifications associated with the replacement of Component Cooling System Heat Exchanger C.
The extensive welding and grinding necessary.for the heat exchanger changeout could cause numerous and unnecessary actuations of the fire detection and suppression system.- To facilitate outage activities and prevent unintentional initiation of the fire detection and suppression system in the vicinity of the Component Cooling Heat Exchanger C, 30 fire detectors were removed from service.. On April 11, 1990, at 2115 Eastern daylight time with Unit 1 in Mode 6, shut down for' refueling, and Unit 2 in Mode 1 (24 percent power, 556 degrees fahrenheit, and 2,235 pounds per square Inch gauge) Limiting Condition for Operation -
(LCO) 3.3.3.8 was entered on both units.
The fire detectors are located in Fire Zones 134, 135, 142, 143, 144, and 145 on Elevation 714 of the auxiliary.

i lhe action statement requires an hourly fire watch; however, a continuous fire watch was established'because of the continuous welding and grinding activities in the area. The continuous fire watch will remain in effect until the fire detectors are returned to service at the conclu'slon of the outage,
