Gentlemen:

This refers to the inspection conducted by Mr. A. B. Earnest of this office

during the period February 26 through March 2, 1990, of activities authorized

by NRC Operating License DPR-46 for Cooper Nuclear Station, and to the

discussion of our findings with members of your staff at the conclusion of the

inspection.

The inspection reviewed certain areas of your physical security program.

Within these areas, the inspection consisted of selective examinal. ion of

procedures and representative records, interviews with personnel, and

observations by the inspector. The inspection findings are documented in the

enclosed inspection report.

We have aise examined actions you have taken with regard to previously

identified inspection findings.

The status of these items is identified in

paragraph 2 of the enclosed report.

Within the scope of the inspection, no violations or deviations were

identified. An inspector observation in paragraph 3 of the attached report-

references the failure of control room operators to have certain keys on their

person at all times during their shift. We believe that' this could cause a

safety / security interface problem and request that you respond to our

concern on this item.

Please refer to IE Information Notice No. 86-55,

" Delayed Access To Safety-Related Areas And Equipment-During Plant

Emergencies," which previously addressed concerns of this nature.

The material enclosed herewith contains Safeguards Information as defined by

10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited

by Section 147 of the Atomic Energy Act of 1954, as amended. 'Therefore, the

material, with the exception of the report cover page which is an inspection

summary, will not be placed in the Public Document Room.
