REQUALIFICATION PROGRAM EVALUATION, LIMERICK GENERATING STATION

(Combined Inspection Report 50-352/90-01 (OL) and 50-353/90-01 (OL))

During the week of January 29, 1990, the NRn conducted a requalification

program evaluation at the Limerick Generating Station Units-1 and 2. . The

evaluation was conducted in accordance with NUREG-1021, " Operator Licensing

Examiner Standards, Rev. 5, section ES-601, " Administration of NRC Requali-

-

fication Program Evaluations." The evalustion had two purposes: (1) to evalu-

ate individual licensed operator competency; and-(2) to evaluate the effec-

tiveness of the licensed operator training program. At the conclusion of.the

evaluation, findings related to the preparation and administration of the.

requalification examination were discussed with those members of-your staff-

identified in the enclosed report.

As a resul_t of this evaluation, the Limerick Generating Station Units 1 and 2

requalification program was determined to be unsatisfactory based on less,than

75% of the operators passing the examination.

The NRC results indicate that

4 of the 13 operators examined failed the NRC administered requalification

examination and one of the four crews that participated in the examination

performed unsatisfactorily on the simulator portion of the examination.

In

addition, one reactor operator, who had previously passed an NRCl administered

requalification examination and was-used to complete the crew staffing needs

during the simulator portion of the examination demonstrated unsatisfactory

performance in the simulator.

By letter dated February 7, 1990, your staff provided a basis for continued

operation of Limerick Generating Station.

The acceptance of the basis for

continued operation and actions to be'taken as a result of the unsatisfactory

requalification program determination were the subject of.our' Confirmatory

Action Letter (CAL) 1-90-003, " Unsatisfactory Licensed Operator Requalification

Program," dated February 9, 1990.

The NRC staff will address its follow-up

evaluations of'the operating crews-in Combined Inspection. Reports 50-352/90-10

and 50-353/90-09,
