Gentlemen:
This refers to the special safety inspection conducted by an NRC Emergency
Operating Procedure Inspection Team of this office on February 26 through
March 9, 1990 of activities at Zion Station Units 1 and 2 authorized by
Operating Licenses DPR-39 and DPR-48 and to the discussion-of our findings
with Mr. K. Graesser, Mr. T. Joyce, and others of your staff at the conclusion
of the inspection,

The purpose of this inspection was to verify that your E0Ps are technically
correct; that their specified actions can be accomplished using. existing
equipment, controls, and instrumentation; and that the available procedures
provide the operator with an effective operating tool to place the plant in a
safe shutdown condition. The conclusion of the inspection team was that all
.
of these criteria had been met.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a-selective
examination of procedures and representative records,. observations,-and
interviews with personnel.
The inspection team was impressed with the thorough documentation of the bases
for your E0Ps and the ease of retrievability. Most of the team's comments on
your E0Ps were resolved during the inspection including the initiation of
corrective action. This responsiveness.is to-be commended.-

On the other hand, the team identified several areas of weakness that require
l
your attention. Primary among these was the difficulty observed in performing
local actions in the plant.
Contributing to this concern was poor lighting,
I
poor equipment labelling, and a weakness in the training of non-licensed-
l
operators. Weaknesses were also identified in the areas of licensed operator
!
training arid quality oversight.
l
No violations of NRC requirements were identified during the course of this
inspection; however, we do request that you respond within 30 days of the date
of this letter to the open items identified in the attached inspection report.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
