This-acknowledges-receipt of your letters of January.4 and March 2,1990,- by:
which you transmitted Revision 25 to the Cooper Nuclear Station Safeguards Plan. Your letter of January 4 provided changes to the Plan in. response to our review of Revision-24.
Subsequently, in the March;2' letter, NPPD provided.
a complete Revision 25 which included the changes transmitted in:the January 4--
letter.. In discussions with your staff we have confirmed that.the March' 2.
1990, submittal is the complete-and current' Revision 25 to the~ Plan.-
We have reviewed the current Revision 25 and have. determined ^that the changes therein do not decrease the effectiveness of the plan. Accordingly, we thereby find that the current Revision 25 to'the Cooper Nuclear Station Safeguards Plan to be the operational securit'y plan for Cooper Nuclear Station.

Gentlemen Nebraska Public Power District is submitting, in accordance with the provisions of 10 CFR Part 50.54(p) a Report of Change - Revision 25 for tha Cooper Nuclear Station Safeguards Plan.

A description of the " Table of Changes" is attached for inclusion to the i
plan. These changes reflect improvements to the main vehicle gate, restrictiorts on warehouse searches, and distribution changes for the annual Security audit.
The District has concluded that the enclosed change does not decrease the safeguards effectiveness of the plan.
The material enclosed herewith contains Safeguards Information as-defined by 10 CFR Part 73.21 and its-disclosure to unauthorized individuals is.
prohibited. Therefore, we request the material to be withheld from public disclosure.
