Gentlemen:

This refers to the inspection conducted by Mr. R. A. Caldwell of this office

during the period January 29 through February 2,1990, of activities authorized

by NRC Operating License NPF-38 for Waterford Steam Electric Station, Unit 3,

and to the discussion of our findings with members of your staff at the

cenclusion of the inspection.

The inspection reviewed certain areas of your physical security program and

material control and accountability program. Within these-areas, the

inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the inspector. The

areas inspected and the inspection findings are documented in the enclosed

inspection report.

During this inspection no violations or deviations were identified. We have

identified in paragraph 3 b of the report that the inspector made comments on

the areas of coverage for some of the relocated assessment cameras, and that

your staff agreed to review these comments.

We have noted in the results summary and paragraph 3.c of the report that you

have upgraded your security computer software capability to enable you to

better account for individual access to various vital areas.

This capability,

in turn, provides you the means for performing a more realistic screen of

personnel being authorized unrestricted access to vital areas.

10 CFR 73.55

states that this screening will be performed every 31' days and our letter of

April 6, 1987, recommended that anyone who does not use.their access in the

previous month should not be given automatic access for the following month.

Our inspector noted that you have not utilized the software capability

discussed above, but instead continue to screen authorization access lists

manually and grant access to individuals on the basis of potential need for
