changes to the SEP vere received in our office on February 9,1990. These r
changes included revisions to Appendix M Classification of Emergency Conditions, Revision 94.
L Most of the Emergency Action Level (EAL) changes related to an earlier EAL review that van further addreased in the December 1989 inspection, Open Item No. 50-155/88027-01. The chat ges recommended included the elimination of the l
statement " Applicable during power operations only" for the Natural Phenomenon Category. Revision 94 of Appendix M has included these recommended changes.
However, due to an editorial error on page !! of 14, the statement " Applicable j
during power operations only" etill remains. This statement should be j
removed, since none of the Eats on that page are applicable to the statement.
A new additional page, page 14 of 14, has been added. This page includes judgmental statements relating to other emergency conditions which the L
Site Energency Director deems applicable to meet one of the four emergency classifications, and which are not already specified elsewhere in the EAL tables. We have no questions on these judgmental EAL related statements i
on page 14 of 14.
L To assure that the EAL tables in the SEP are consistent with the Eats listed l
i in Revision 114. Procedure EP1P-1. Activation of Emergency Plan, the statement, "Any entry into E0P-2, Containment Controls, as stated below:" should be added to page 3 of 14 and page 6 of 14 of the SEP for the Alert classification.
i This statement is currently part of the Eats in EP2P-1, page 4 of 15 and page 7 of l$ for the Alert Classification. The Emergency Preparedness Coordinator has agreed to add this statement to Appendix M of the SEP, as verified by Mr. Joseph Beer, Chemistry / Health Physics Superintendent on March 8,1990 in a telephone conversation with Mr. James Patterson of my staff.
These changes, including the ones which will be made, are considered satisfactory and should not decrease the effectiveness of the SEP.
