-The purpose of this letter is to advise the Nuclear Regulatory Commission (NRC) of a change in the planned completion of the first ten year interval

'in-service inspection (ISI) and testing program and the beginning of the second' ten-year interval. Toledo Edison's April 26, 1989 letter to the NRC (Serial Number 1645) indicated that the end of the first ten year interval vould be extended to coincide with the end of the sixth refueling outage, which is anticipated to end in June 1990. Toledo Edison nov intends to further extend the end of the first ten-year interval to approximately September 21, 1990. This extension vill provide for Toledo Edison's

completion of the second ten-year inservice inspection and testing program

. plans, and completion of any required relief requests or Technical f

Specifications changes to be submitted to the NRC in accordance with 10CFR50 55a(g).

This extension is permitted by the American Society of Hechanical Engineers (ASME) Code,Section XI, IVA-2400(c).

ASME Code,Section XI, IVA-2400(c) permits power units that are continuously out of service for six months or more to extend the inspection interval during which the outage occurs for a K

period equivalent to the outage.

During the first ten-year interval Davis-Besse Nuclear Power Station (DBNPS) Unit I has experienced a total of 34 months in outages of greater than six months duration.

The first ten-year interval was originally anticipated to end on November 21, 1987. Toledo Edison's planned 34 month extension of the first ten year interval to September 21,--1990 is in accordance with IVA-2400(c) (See Attachment).

' Specification changes to the NRC at least six months prior to the beginning of the second ten-year interval. Toledo Edison plans to submit the second ten-year interval inservice inspection and testing program plans at approximately the same time.

The inservice inspection and testing programs

- vill be based on the edition and addenda of the ASME Code incorporated by 10CTR50.55a(b), 12 months prior to the start of the second interval.

Toledo Edison has reviewed the pertinent regulations and believes that there is no regulatory requirement to advise the NRC of any future adjustments to inspection interval commencement dates permitted by the ASME Code. Therefore, the actual commencement date for the second and subsequent ten-year intervals j
