First and Second Ten-Year Interval Inservice Inspection and Testing Programs Gentlemen:

The purpose of this letter is to advise the Nuclear Regulatory Commission of the planned conpletion of the first ten-year interval inservice inspection (ISI) and j

testing program and the commencement of the second ten-year interval ISI and testing program for the Davis-Besse Nuclear Power Station. Toledo Edison j

advised the Nuclear Regulatory Commission (NRC) by letter dated April 29, 1983

)

(Serial Number 1-339) that the end of the first ten-year interval for inservice f

examinations and tests required by 10CFR50.55a(g) was being extended to the end j

of the scheduled Spring, 1989 refueling outage. The NRC staff concurred with i

l the extension by letter dated May 18, 1983 (Log Number 1-791).

Toledo Edison provided further clarification of the interval extension by letter dated November 26, 1986 (Serial Number 1-675) and October 15, 1987 (Serial Number j

1-752). The sixth refueling outage, which was previously scheduled for Spring 1989, is now scheduled for the first quarter of 1990. The first ten-year interval completion date vill continue to correspond with the sixth refueling outage.

Toledo Edison used the provisions of IVA-2400(c) of American Society of Hechanical Engineers (ASME) Code Section XI as a basis for the original interval j

extension discussed above.

IVA-2400(c) permits power units that are continuously out of service for six months or more to extend the inspection interval during which the outage occurs for a period equivalent to the outage.

It also permits an increase or decrease of the interval by as much as one year j

to coincide with a refueling outage.

Prior to our May 18, 1983 letter, Davis-Besse had a seven-month outage which allowed extension to June 21, 1988.

3 The interval was further extended to Spring 1989 (approximately one year as allowed by IVA-2400(c)) to coincide with the sixth refueling outage.

Due to the 1985-1986 18-month outage and the 9-month 1988 refueling outage, Toledo Edison intends to further extend the end of the interval up to a maximum of 27 months to allow the end of the first interval to coincide with the sixth refueling outage (planned four month duration) which is currently scheduled to commence in the first quarter of 1990 (See attachment).

Per NR guidance provided by letter dated Hey 24, 1984 (Log Number 1521), Toledo Edison understands that 10CFR50.55a(g) does not require the NRC to approve the revised program plan and that the NRC Staff vill only address requests for relief from code requirements and Technical i

Specification changes.
