Dear Mr. Davis:

This letter is in reply to the letter that I received from Mr. Charles H. Well, dated July 12, 1988 (see attached).

First, let me start out by saying that this letter from Mr. Weil is the most vacuous letter that I have ever seen in my twenty-five years of law enforcement and security.

It is more meaningless than a letter from the Safeteam.

To respond back to a complainant one year and ten months after a serious complaint has been filed is a gross injustice and then to imply in the letter that 1 said that the former director of nuclear security may have furnished incomplete information to the' Region III. staff, is a direct insult to me.

We both know what the difference between a material false statement and an intentional material false statement menna.

I can assure you, Mr. Davis, never did I fluctuate in my complaint and make the statement that he may have provided false information.

Mr. Weil should go back and read my depositions.

I find it incomprehensible that you have administrative 1y closed the investigation due to an alleged lack of investigative resources after almost two years, and then admit that you never even investigated the wrongdoing (crime) aspect of my complaint.

This does not give me that secure feeling of the law enforcement side of the N.R.C..

I can only surmise that the Office of Investigations never intended to investigate my complaint and for some unknown reason, Mr. Weil felt compelled to write me this letter after almost two I can only speculate that the " technical aspects" must years.

mean that the former director is no longer at the nuclear facility. that you assumed I am no longer with the company.and therefore, I have probably lost interest about this complaint after almost two years.

Let me assure you, Mr. Davis, that I do care; I cared when I followed the letter of law, per title 10 CFR and allowed myself to be branded a " whistle blower" and lost my career, I am not sure what path I wish to pursue at this time.
