This refers to a routine inspection conducted by Mr. R. C. Barr and Mr. J. F.

Melfi of this office on October 14, 1989 through November 25, 1989 of
activities authorized by NRC License No NPF-1, and to the discussion of our
findings held by Mr. Barr and Mr. Melfi with Mr. Cockfield and other members
of your sttff periodically during the inspection.
Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective
i
examinations of procedures and representative records, interviews with
"
personnel and observations by the inspectors. Within the scope of tnis
inspection, one violation was identified.
In accordance with 10 CFR Part 2
'
Appendix C Section V.A., the violation is set forth in paragraph 6.A of the
enclosed report.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.
