.16,1989,71f the IST program were submitted by October 3,1989 it would have been necessary,to resubmit.an updated revised. program after the outage.

? addition CYAPCO states that the unavailability of personnel to establish an IST

~ program by October l3,1989 was' originally based on the fact that the maintenance

, group which performs and maintains the IST program would be occupied by outage work.

.The proposed extension is longer than the staff normally accepts for program K

1 revisions. On October 31, 1989, the staff and CYAPCO had a conference call in 1

which CYAPC0 stated they have made the following changes to the IST program to l.

Limiting values of full stroke time will be defined as discussed in Position 5 of the generic letter; valve operability will be judged based on these limiting values of stroke time.

The proposed acceptance criteria in Position 6 for " Rapid-Acting b

Valves will be adopted.

3.

Pump tests will be performed under full or substantial flow as outlined in Position 9.

4.

The frequency of check valve disassembly and inspection will be specified for consistency with Position 2.

In addition, your staff stated that CYAPC0 is currently conducting the IST

program with.the above changes even though the IST program has not been' tormally-submitted. ' This letter is to inform you.that the staff finds your H

request for extension of.the submittal date for the revised IST program to be.
