OTHER ACTIONS, AGREEMENTS, ASSIGNMENTS, AND REQUESTS 6.

The Committee discussed a request from Cleveland Electric 111umi-nating Company to postpone completion of its Seismic Margins Evaluation Program for the Perry Nuclear Power Plant to the end of the third refueling outage.

(The Comittee recommended that this be done by the end of the second refueling outage in its July 13, 1982 report.) The Committee had no objection to this postponement of the completion of the Seismic Margins Evaluation Program.

The Committee is scheduled to discuss a plan proposed by Mr. Ward for the development of containment design criteria for future nuclear plants during the March 9-11, 1989 ACRS meeting.

The Committee decided to transfer the lead responsibility for review of the implementation of the Severe Accident Policy for future LWRs from the Advanced PWRs Subcommittee (J. Carroll, Chairman) to the combined Severe Accidents (W. Kerr, Chairman) and Improved LWRs (C. Vylie, Chairman) Subcommittees.

(Mr. Houston and Mr. Alderman have the follow-up action on this item.)

Mr. Carroll asked if the Subcommittee on Occupational and Environ-mental Protection Systems should review the safety issues associated with large non-reactor irradiation facilities. The l-

346th ACRS Meeting Conmittee decided that this activity was not within the scope of the ACRS' responsibilities.

10. Chairman Zech has asked the Committee to provide its views as to the appropriate split of responsibilities between the ACRS and the ACNW. Time will be scheduled to discuss this issue at a future ACRS meeting.

The Committee discussed the NRC staff's. proposed Policy Statement on the application of leak-before-break technology (SECY-88-325, dated November 22,1988). The. Committee expects to continue these discussions and report to the Commission during the March 9-11, 15^9 ACRS meeting (letter from Forrest J. Remick to Chairman Zech dated February 15.1989),

FUTURE ACTIVITIES The Committee agreed to a schedule for the March 9-11, 1989 ACRS meeting-as shown in Appendix A.
