INTERPRETATION / CLARIFICATION OF BULLETIN 88-10; NONCONFORMING MOLDED-CASE circuli BREAKERS Several addressees of the sutject bulletin have inquired about the possibility of not testing molded-case circuit breakers (CBs) in stores that are not traceable to the circuit breaker manufacturer (CBM) even though their trace-ability of. stored CBs is greater than 80 percent (see item 3 of the actions requested).
These addressees wish to identify those_CBs in stores that are not traceable to the CBM, specify that these CBs are not to be used in_ safety-related applications, in accordance with item 7 of the actions requested, and proceed directly to determine the traceability of CBs installed in the plant-as specified by item 4 of the actions requested.
The NRC agrees that testing of spares need not be perfomed provided the following actions are taken:
All addressees are requested to identify and-trace all molded-case CBs in stores as specified in item 1 of the actions requested.
Addressees who elect not to perfom the testing requested by item 3 of the bulletin actions are requested to perform items 4 and 5 of the actions requested regardless of the traceability results of item 1.
All addressees are requested to forward in their written reports the infomation on CBs that are found not to be traceable to the CBM.
Addressees who do not perform the bulletin actions as requested, such as not perfoming any testing of CBs in stcres are to indicate that fact in their written reports; the current bulletin reporting require-ments specify that addressees are to confirm that they have completed or will implement the actions as requested by the NRC.

These breakers are needed to support NRC investigations of suspect electrical equip-ment distributors, suppliers, or rearaufacturers.
The use of non-traceable breakers in non-safety-related applications will be evaluated a f ter the NllMARC initiative for such breakers has been reviewed by the NRC.
