Quality Assurance Progran for Design Verification - Virgi m.r Nuclear Station On February 22, 1982 we met with you and other representatives of your company to review your quality assurance p ogran in light of the recent disclosure of design deficiencies on the Diablo Canyon project. Your presentation was well received. However, we do believe that further assurance in the area of design verification should be provided prior to the issuance of the low-power and full-power licenses for your facility. One way in which this could be accoa-plished would be by an independent design review of a portion of your facility required for safe sbutdown; e.g., the seismic design of the turbine-driven portion of the emergency feeduater systen including the punps, piping and valves.
We request that you provide us a specific proposal including the scope of work to be perforned, the degree of independence of the contractor and the schedule.
A report sumarizing the status of your progran will be needed prior to issu-ance of a low-pover license for your facility. Further, the overall program will have to he completed in accordance with the full-power licensing schedule.
