SEP TOPIC IV-2, REACTIVITY CONTROL SYSTEMS DRAFT SAFETY EVALUATION - LACROSSE BOILING WATER REACTOR The staff has reviewed the comments provided by your March 1,1982 letter.

For the. reasons outlined below, we do not consider that your comments re-quire any changes to our draft report on this topic..Accordingly, our safety evaluation of January 25, 1982, is now final.

With regard to your comments la and b, we believe that single mechanical failures in the drive system can cause a rod to stick. With regard i.c your comments lc and d, we consider the gears, which are common to both the hydraulic and electric motors, to be an example of a single failure source in the drive system.

With regard to concent le, we agree that a failure to withdraw is not a safety problem because it is within the scope of Topic XV-8.

As for your go1 second comment, we do not consider designs with potential single failures acceptable even though the operations necessary for the event occur in-frequency.

Your third comment is applicable to Topic XV-8 and is not applicable to @

Topic IV-2, because it deals with core physics.
