Dear Mr. Keppler:

The purpose of this report is to provide the status of a potential significant deficiency regarding a design change made relative to pumps supplied by Gould Pumps, Incorporated, which did not appear to be factored into their respective seismic reports.

This item was originally identified to Mr. L. McGregor of Region III by Mr. R. Vondrasek cf the Perry Nuclear Power Plant on December 21, 1981, which was followed up by an interim report on January 15, 1982.

DESCRIPTION OF POTENTIAL DEFICIENCY During an NRC inspection at the Perry Nuclear Power Plant by Mr.

I. Yin of Region III, several questions were raised concerning the scismic reports for the Emergency Service Water Pump llouse pumps supplied by Gould Pumps, Incorpor-ated, located in the City of Industry, California.

At that time, a Perry Nuclear Power Plant Deviation Analysis Report (DAR078) was initiated indicating a potential breakdown of Could's Quality Assurance Program in the area of design control.

EVALUATION OF POTENTIAL DEFICIENCY A meeting was held at Gould Pumps facility in the City of Industry, California, on February 24 and 25, 1982. Attendees at this meeting included Mr.

I. Yin of Region III of the NRC, representatives from Gilbert Associates Incorporated (architect / engineer of the PNPP), Gould's seismic consultant and a representative from The Cleveland Electric Illuminating Company's Quality Assurance Department.

Reviewed in depth were the initial questions identified by Mr. Yin, the cchnical acceptability of the seismic reports prepared for PNPP and an evaluation of Could's Quality Assurance Program implemented in the design control area.

!!r. James C. Keppler March 18, 1982 Page Two Results of this, meeting indicate that the reports surplied by Gould Pumps, Incorporated, meet the technical requirements for the PNPP.

In addition, the evaluation of Could's design control program in effect at the time indicated satisfactory implementation and that the problem initially identified is not considered reportable under 10CFR50.55(e). To preclude further questions in this area, however, Could has consented to review their program in this area and provide a more detailed method of documenting their design review.
