Dear Sire References 1 and 2 requested that the Power Authority identify any technical exceptions being taken to the requirements of the subject NUREG-0737 items. These letters also requested that the NRC staff be promptly notified of any difficulties encountered in meeting the implementation dates.
si response to Item II.F.1.1, the Power Authority installed new high range noble gas effluent monitors for the stack, turbine building vent and radwaste building vent. When complete, these modifications will meet all of the NUREG acceptence criteria, including the requirement for an unspecified amount of range overlap between the new and existing monitors.
Completion of these modifications was scheduled for the Reload 4/ Cycle 5 refueling outage which is now over. Two new high range stack monitors were installed and one is operational. The new high range monitors for the turbine and radwaste building vents are installed and operable, but do not have the expected low range sensitivity. Therefore, the new and existing monitors do not overlap. The new monitors are being modified to overlap the existing units. The Power Authority will notify the NRC when this work is complete and the new monitors are in service.

- During a recent exit interview with the Region I staff at the FitzPatrick plant, the Power Authority committed to meet the acceptance criteria for Postaccident Accident Effluent Sampling for Iodine and Particulates, NUREG-0737 Item II.F.1.2.
However, due to the technical complexity of the equipment required to meet the criteria and the magnitude of the modification, the Power Authority will not have this modification completed until the 1984 Reload 6/ Cycle 7 refueling outage. The Power Authority considers the existing sampling capability, which complies with NUREG-0578, to be adequate until the new system is operational.
NUREG-0737 Item II.F.1.3 requires containment high range radiation monitors.
Item II.E.4.2. (7) requires closure of the containment vent and purge isolation valves on high radiation in containment. The Power Authority elected to satisfy both of these NUREG-0737 items with a single modification as described in Reference 3.
Two new monitors, which are now fully installed, meet the acceptance criteria of both of the NUREG items. One of the two monitors is fully operational and will isolate the vent and purge lines on high radiation in containment. Therefore, Item II.F.4.2.(7) is fully implemented. The second installed monitor, however, is generating spurious containment isolation signals and has been removed from service. The NRC will be notified when this monitor is put back into operation and Item II.F.1.3 is fully implemented.
