Gentlemen:

In accordance with the provisions of 10 CFR 50.90, as required by 10 CFR 50.59(c)(1), Georgia Power Company (GPC) hereby proposes an amendment to the Unit 2 Technical Specifications (Appendix A to the Operating License). The proposed anendment would incorporate revised specifications for cycle 3 operation with the Reload 2 fuel inserted. The enclosed topical report prepared by General Electric Company (GE) for GPC, Y1003J01A32, December v' 1981, " Supplemental Reload Licensing Submittal For Hatch Nuclear Power Station Unit 2 Reload 2," presents the results of plant unique analyses performed for Reload 2. Also enclosed , as attachment II of this letter, are the proposed changes to the Technical Specifications to implement the v results of the GE analyses.

The proposed changes to the Technical Specifications provide cycle 3 specific Operating Limit APLHGR and MCPR values. The APLHGR values for the P8DRB283 type fuel are published in the referenced topical report as generated by the standard GE loss-of-coolant accident analysis methodology, and demonstrated conformance with 10 CFR 50 Appendix K. Non-pressurization transient MCPR values were calculated using the REDY code. The MCPR values for pressurization events were ' calculated using the ODYN code. Using NRC approved methodology, the Operating Limit MCPR values were established for both Option A and Option B scram times. The deteImination of the Operating Limit MCPR for each fuel type was made using standard GE reload methodology. OI

flow analysis for Hatch 2 Cycle 3. The proposed change limits the trip / '/ O setpoint of the rod block monitor to not exceed 107% power. This change is W d6r)r!

Thus, the proposed changes to the Technical Specifications do not increase the probability of occurrence or consequences of a previously analyzed accident or malfunction of equipment important to safety, nor has the possibility of a previously unanalyzed accident or malfunction of equipment been created. Transient and accidert analyses were perfomed using approved codes. Consequently, margins of safety have not been reduced.

The proposed change to the Technical Specifications are needed to support startup of the unit following the current refueling outage.

These proposed changes to the Unit 2 Technical Specifications are determined to be a Class III amendment. The determination is attached as Attachment 1. Consequently, a check for $4,000 is enclosed.
